Last week, the Senate Health, Education, Labor, and Pensions (HELP) Committee held a hearing, “COVID-19: Safely Getting Back to Work and Back to School.” Chairman Lamar Alexander (R-TN) ran the hearing from self-quarantine after being exposed to a staffer who tested positive for the virus.

• Vice-President (one-year): Serves in place of, and with the authority of, the president in case of absence or disability. Serves as the program chair of Washington CASE, responsible for planning and developing programs for the unit. Responsible for quarterly membership accounting.
• Secretary: The secretary manages communications and documentation for the organization. Updates and manages materials as needed by the executive committee.
• Children and Youth Action Network (CAN) Coordinator: Represents WA-CASE at CEC CAN events, communicates CEC policy initiatives, conducts training for members, and develop relationships with local and state elected officials and government officials.
• Member at Large: Serves as a voting member and serves as chairperson for standing and ad-hoc committees.
• Student Member at Large: Serves as a voting member and serves as a student representative on committees.

Glenna Gallo, Assistant Superintendent, Special Education,
Office the Superintendent of Public Instruction

Glenna has demonstrated exceptional leadership as the Assistant Superintendent for the Special Education Department at the OSPI. Glenna continuously connects with stakeholders across the state on relevant issues affecting students with disabilities. Glenna has been instrumental in connecting local, regional, and state leaders of special education on topics such as parent and family engagement, inclusionary practices in general education, and birth-five programs. Parents, community members, and school personnel would describe Glenna as responsive, transparent, and an active listener. Most recently, Glenna has been a voice for special education leaders at the state and national levels as we are involved in an unprecedented international COVID-19 pandemic. Glenna has stood strong and loud on the focus of the work while bringing an accessible and calm approach to the most complicated situation. Not only has the State of Washington and its CASE membership been a fortunate recipient of her leadership but she been a resource nationally in the field of special education. Glenna is an unprecedented leader in unprecedented times.

Janice Tornow, Retired

Janice Tornow retired after a lifetime of service to Washington students with disabilities and their families. She was a special education teacher in the Bethel School District, an assistant director in Tacoma, the Director in the Sumner School District and the East Pierce County Special Services Cooperative, the Director in the Peninsula School District, The Executive Director in the Kent School District and special education program supervisor for OSPI. Janice has been a career-long member and active supporter of CEC and CASE. She also led the efforts to form the Washington Chapter of CASE years ago. Janice has been a mentor and confidant to so many special education professionals and administrators through the years. She is smart, dedicated, very knowledgeable and she asks great probing questions! Janice Tornow is synonymous with special education in Washington state.

William (Bill) Cheney, Assistant Director, Mount Vernon School District

Bill Cheney has been the assistant director for the past seven years. He is a Mount Vernon native and moved back to the district so he could work for the school district. When he had the opportunity for a leadership position in the district he enrolled in the ECSEL program and received his certificate. Since then, Bill has been the foundation upon which the superintendent has built the special education department and school district. It is very clear that Bill is respected by teachers, support staff, and principals. He has been the force behind the district’s MTSS initiative and he coordinates the district MTSS committee. Bill is one of the most thoughtful, smart, and strategic special education leaders. The implementation of universal screening and progress monitoring in Mount Vernon has been successful due to his careful implementation steps. He understands implementation science and has applied his knowledge to encourage and establish the use of evidence-based practices in the district.

Rebecca Washington, Assistant Director, Oak Harbor School District

Rebecca has been the assistant director for three years and the Oak Harbor School District recently announced she will become the Director on July 1, 2020. She has 6 years of experience as a special education teacher and worked as a Teacher on Special Assignment for 5 years. In her current role, she has been responsible for the district behavior efforts and the district MTSS/PBIS implementation. Rebecca received a master’s degree in education and a program administrator’s certificate from the University of Washington, Bothell. She is a graduate of the ECSEL program. Her great work was recognized by the district when they appointed her as the new Director of Special Education.
